Smart vent partially open or closed?

I am planning my HRV system and want to use a smart vent on the intakes to control air flow from bedrooms and bathrooms.  Do the smart vents allow partially opened or closed modes?  For example use a humidistat in the bathroom to tell the vent to open to 100% for 15 minutes and then close to 50% for even flow from all air intakes.
