Room Temp Still Too Cold

I live in a bungalow. My problem before flair was the basement was too cold both in the winter and in the summer. I have replaced all of my vents with Flair vents and have 4 pucks.

The Flair vents have increased the basement temperature by a couple degrees but the basement is still 2 degrees C colder than upstairs. Anything further that I can do to get the basement temp warmer without the upstairs getting too hot?

I have Flair as the set point controller and have enhanced circulation mode enabled.

Any suggestions? Or am I just going to have to live with how it is?
