Partial opening
I have an extremely badly designed ducting system and had manual controls installed in the ducting. Got it perfect for winter and then spring and early summer it has had to be adjusted constantly. I decided to install some flair vents to help with temperature control in certain rooms. So far I'm generally pleased, however I noticed that the vents whistle Dixie when closed and in heating mode. I tried installing some rubber insulation around the vents which helped, but it's still whistling crazy loud in heating mode (not bad in cooling mode tho!).
It would be nice if there was an option to allow the vent to remain 10 or 20% open rather than fully closing in certain modes. Right now I have to seriously restrict the airflow to our vent with the manual damper so it won't wake us up at night when it needs to heat.
Any other suggestions would be appreciated.

There's another thread related to whistling vents here.It looks like the vents are capable of doing as you suggest, but in my opinion it'd be better to get an improved seal on the slats inside.
I just used some vegetable elastics that came with my groceries. I also made sure that there was still some slack in the contact, as I don't want to overload the servos, and that there was clearance on either end of the slat (no contact with the frame).
